There is a deep literature on rates, with tens thousands of PhD dissertations on the subject matter (most of them worthless). I think there are better uses of your time.
The definitive starting point is The Handbook of Fixed Income Securities, by Frank Fabozzi. This is the bond bible, and it reads like a mind numbing math book or dictionary.

Depends on what time frame and where on the curve you are looking.
Would reco Frank Fabozzi’s book, The Handbook of Fixed Income Securities.
Would be the short end of the curve
Short end is all about monetary policy.
